Dubai Land Department Expands Emirati Broker Program, Exceeds 180% Target

The Dubai Land Department (DLD) announced the expansion of the Dubai Real Estate Broker initiative, encouraging more Emirati citizens to actively lead the sector. The DLD is actively pushing for additional Emirati nationals to join the program, which has already surpassed 180% of its yearly qualification target.
The DLD Emirati broker initiative aims to increase national participation in one of Dubai’s most thriving industries, the real estate sector. The program received favorable interest from the national community, drawing citizens to register via the DLD official website and join the real estate brokerage field.
Qualified Emirati brokers have already brought in over AED 500 million in transaction value since the launch of the initiative. This marks a monumental milestone in the sector’s Emiratization drive.
“This initiative is key to integrating Emirati talent into a vital sector of the economy,” said a DLD statement.
After completing the course, participants are granted a three-year "National Broker" license, which enables them to conduct business in accordance with Dubai's legal framework. By receiving training courses under the collaboration of these coveted academic institutions, these citizens are fully equipped with specialized real estate knowledge and professional skills.
As of April 2025, the initiative has contributed to the licensing of 231 new firms. Indeed, the program exceeded expectations, thereby boosting the DLD’s drive to attract more capable future brokers.
To draw in more citizens to the cause, the DLD is calling on real estate brokers and developers who have yet to engage with the Dubai Real Estate Broker Program to present proposals and collaborate as additional partners. Together, the DLD aims to create an integrated ecosystem, offering top-tier training and promising paths to secure employment options for UAE nationals.
As of now, the DLD has held over 10 stakeholder gatherings, including 71 strategic partners, 38 brokerage firms, 26 real estate developers, and four training institutes. This move was made to strengthen and build a pipeline of opportunities while deepening Emirati involvement in professional real estate roles.
Furthermore, an incentive points system will be introduced to encourage hiring Emirati real estate brokers and improve a firm’s DLD evaluation ranking. The Dubai Land Department (DLD) is also pleased to share that the program aligns with the strategic Dubai Social Agenda 2033, an agenda hoping to improve Emiratisation in real estate by raising Emirati representation in real estate brokerage to 15% in three years.
