RTA Improves Nol Card Usability With Esteemed Partnerships

Dubai’s Roads and Transport Authority (RTA) makes an exciting announcement during its participation at GITEX GLOBAL 2025. In a monumental move supporting Dubai’s push toward becoming a cashless and fully digital city, RTA signs new partnerships to make the Nol card a versatile product of greater utility, covering even the shopping and dining sectors.
In detail, RTA signed partnerships with the Knowledge and Human Development Authority (KHDA), Parkin PJSC, and PayPal. These agreements will elevate the value and capabilities of Nol cards across the city, making them a multi-use payment solution that extends far beyond public transport alone.
Following RTA Nol card expansion in Dubai, the card will soon become a unified payment tool for parking, shopping, dining, and education services, alongside transportation. Dr Saeed Mubarak bin Kharbash, CEO of KHDA’s Policies, Research, and Programs Sector, said the collaboration supports the emirate’s education vision:
“We are truly pleased to collaborate with KHDA, GTS Alive Middle East, Parkin, and PayPal. These esteemed entities will work with RTA to develop the Nol ecosystem with the aim of enhancing the services provided to the public across all segments of society.”
With each signed partnership, RTA will bring unique new features for simplified and thoughtfully tailored Nol experiences. For instance, under this RTA KHDA PayPal partnership the ‘Study in Dubai Nol ISIC’ card will be introduced. This version of the Nol card will act as a smart ID and payment solution for students in higher education.
In detail, the card will provide higher education students in the city with direct access to Nol’s transport network while also offering discounts and lifestyle benefits across Dubai. This move supports Dubai’s higher education agenda, driven by the Dubai Economic Agenda and the Education 33 strategy.
Additionally, Dr Saeed Mubarak bin Kharbash says, “Dubai’s education strategy focuses on providing facilities and services that meet the needs of all students. The ‘Study in Dubai Nol ISIC’ card will enhance the overall student experience by offering lifestyle benefits and discounts across a wide range of services and experiences.”
As for the RTA’s partnerships with Parkin and PayPal, these will include seamless and secure parking and payment integrations. To elaborate, the RTA Parkin integration will soon allow drivers to cover parking costs directly using Nol cards, improving interoperability between both entities’ digital payment systems.
Mohammed Abdullah Al Ali, CEO of Parkin, says, “This partnership enhances interoperability between the digital payment systems of Nol and Parkin, providing customers with new and diverse payment options. It marks a pivotal step toward developing smart, comprehensive, and sustainable services that cater to everyone in Dubai.”
Finally, RTA’s partnership will bring expansion with PayPal’s digital payments, allowing for faster top-ups and greater accessibility for Nol card users. Regarding the partnership, Otto Williams, Senior Vice President and Regional Head for PayPal Middle East and Africa, says:
